This is a pair of collar clips that can be used to attach a dog harness to a collar. There is a shorter one (6.8 inches) and a longer one (7.8 inches). My mom's dog can slip out of every harness she has tried to put on him, and this ensures that if he does, the collar is still attached to the leash so he cannot run free. The clips are well-made, very sturdy, and easy to attach to the collar and harness. I am not sure there is any safety aspect beyond that, but they work well for that purpose.
